What links are you talking about?
In my mind, links should almost never open a new window. That's what my middle mouse button is for :)

I should have been more
I should have been more specific. I meant links to pictures (or a given outside URL) and things of the sort posted in the comment bodies, not general navagation links.

If such a thing were to be
If such a thing were to be implemented it would have to be an input filter modifying the rendering of links. Perhaps something wikipedia style would work (link, with small icon for new window).
