how to deal with an ISP throttling?

hey guys.
SO i discovered the other day that mu isp REALLY doesnt like torrents. when im running a torrent, they drop my download speed to about 4 kb/s. when i turn 'em off, it jumps back up to 400. any ideas to keep torrenting without killing my family's internet connection?

Holy crap, who's your ISP?
I've never seen even Bell or Rogers throttle that badly. It's also possible that your router has a really low connection limit, and that you're hitting that, screwing things up.
